Long before Hethereau's justice system was as well developed as it is today, the mysterious and powerful Anomaly known as Justice Executioner had already been officially registered. According to existing records, this Anomaly is normally invisible, believed to lurk beneath the city's roads. It resides somewhere deeper than the darkest sewers, in a place that cannot be observed or reached… Notably, Justice Executioner is not a single entity, but an entire forest of steel traffic lights. It is said that this forest listens to the pulse of every road in the city, and when a perpetrator whose crimes have reached an extreme appears, it randomly selects a car near the offender. A giant traffic light tree then bursts from the ground and takes control of the vehicle, temporarily utilizing it as a vessel for executing punishment. Perhaps from this, one can speculate that the Anomaly originally emerged from citizens' frustration with frequent traffic chaos and their strong desire for just law enforcement. In reality, very few people have actually seen Justice Executioner, since troublemakers can be handled by Security Officers and Officer Whiskers nowadays. Only the rare few thugs that even the Security Office struggles to deal with will disturb this dormant Anomaly, and they usually collapse before they even realize what terrifying colossus stands before them. Put simply, they faint from sheer fright… What kind of punishment Justice Executioner inflicts upon these people, how it hands criminals over to the Security Office for official processing, and why almost everyone refuses to speak of those encounters remains unknown to us.

Due to its rare appearances, Justice Executioner has gradually become regarded as one of Hethereau's many urban legends, though it carries a certain deterrent power that ordinary rumors lack. Some parents embellish stories about Justice Executioner to tell their children, using them to teach obedience to the law. For example: "Stay close to adults when crossing the street and don't run around, or the monster hiding underground will take away naughty children." "You can't just take other people's things. That monster who loves children the most will come catch you if it finds out." "Those bullies who always pick on others will definitely be defeated by that justice-enforcing Anomaly no matter where they run!" And so on… As you can see, the duties Justice Executioner has taken on in folklore have exceeded its actual responsibilities, having become a symbol of absolute justice. For ordinary citizens, its existence is like a blade lurking in the shadows, ignored most of the time. But once an uncontrollable situation occurs, it will exercise its authority and eliminate all threats to peace.

As mentioned earlier, Justice Executioner is an entire forest of traffic lights. Interestingly, Officer Whiskers are said to live within this tangled jungle of branches, forming a peculiar symbiotic relationship between these anomalies. Therefore, some anomaly researchers speculate that the Whiskers help maintain and repair Justice Executioner's traffic light branches. In return, Justice Executioner provides the Officer Whiskers with a place to rest and train. Whatever the true situation may be, their cooperation has remained remarkably stable and harmonious to this day.

As a member of ETD-6 once claimed: "Justice delayed is justice denied." This powerful Anomaly seems to share this view, rising from the ground when the Security Office is overwhelmed and extinguishing all violence within its Anomalous Realm in a timely manner. With such powerful and decisive methods, Justice Executioner serves as the Security Office's most formidable secret weapon, safeguarding this city's peace and tranquility.
